The Digital Design and Delivery (DDD) division?within the Ministry of Technology and Innovation (TI) leads the development of the next-generation of digital public services for the GoA.
DDD partners with other departments to deliver products, platforms and services that are better, faster and easier, through modern user-centered agile processes.?DDD offers potential candidates a unique opportunity to work on meaningful challenges that transform government and positively impact Albertans.
The Strategy and Operations branch within DDD is accountable for the frameworks and processes to implement and scale digital service transformation.
The branch leads the development of digital services standards and governance, and strengthening partnerships between government and external communities.
Role ResponsibilitiesThe Strategy and Operations branch in DDD is looking for multiple PerformanceAnalysts.
The positions report to the Senior PerformanceAnalyst.
The responsibilities for this role include:
Developing rigorous performance measurement frameworks - accounting for short-term and long-term outcomes.
Developing service-specific key performance indicators (KPIs) based on design goals, user needs, and potential benefits that will be used to demonstrate the performance/success of a re-designed service or digital product in providing optimal service to Albertans (e.g., faster processing, reduced error rate, reduced duplication of effort, citizens’ time savings etc.) balanced with the cost of service provision or re-design efforts.
Integrating frameworks and data into dashboards and other technical resources – helping leadership to easily view and understand the value of the performance measurement data and its impacts.
Liaising and collaborating with other teams (e.g., Strategy and Policy, Data, Operations, Service Standards, Engagement, and Product) to align the service performance measurement and tracking with the overarching processes, standards and policies in TI and the broader GoA.
QualificationsA post-secondary degree in a related field, such as commerce, arts, technology, science, economics, with at least two (2) years of related experience.
Requirements:
Experience in performance measurement, data analysis, and/or predictive analytics is required.
Well-developed data analysis skills, including statistical and qualitative analysis, and survey design experience.
Know-how to collect, collate, clean, and interpret data to derive meaningful and actionable insights.
Able to turn data into valuable insights that inform decisions.
Know-how to use the most appropriate medium to visualize data to tell compelling and actionable stories relevant for business goals.
Systems thinking and creative problem solving.
Effective communication skills (e.g., writing for and presenting to various audiences, training, facilitating).
Keen attention to detail.
Equivalencies:
Directly related education or experience considered on the basis of:
One (1) year of education for one (1) year of experience; or One (1) year of experience for one (1) year of education.
Assets:
Experience in ETL and ELT concepts and tools.
Experience in econometric and statistical software (e.g., SAS, STATA).
Knowledge of Agile user-centric, delivery approaches.
Knowledge of and ability to apply project management tools and skills.
