Job Description Research, Analysis and Drafting Prepare policy documentation and formal communication materials related to the project, such as work plan, strategy documents and other project documentation, update reports to international fora (e.g.

the G20), reports to the OECD Council, and meeting documentation for meetings of the IFCMA at senior and technical levels.

Support state-of-the art research and analysis to produce a transparent methodology to take stock of and estimate the impacts of climate mitigation and mitigation-relevant policy instruments, and explore methodologies for computing sector and product level carbon intensity metrics, as required.

Coordinate and draft speeches, briefs, remarks and updates on the project as requested, in particular for the Secretary-General, Deputy Secretaries-General, Sherpa, Chief of Staff, Directors, Deputy Directors and other colleagues, and provide general management support to the Deputy Secretary-General overseeing the project.

Advise on the design of evidence-based and results-oriented international dialogue on climate mitigation policy as requested.

Keep abreast of relevant current affairs and developments relating to the project.

Co
- ordination, management and liaison Support coordination and advancement of the IFCMA project.

Ensure effective coordination across OECD Directorates contributing to IFCMA multidisciplinary outputs or producing work of relevance to IFCMA, supporting colleagues to make connections and work effectively across substantive policy areas and Directorates.

Keep abreast of broader OECD work relevant to the initiative, identifying and ensuring synergies between work areas are exploited.

Keep track of and manage member input, country positions and progress of the project, including the wider outreach strategy for the project, updating project documentation and facilitating consensus building as required.

Liaise with the Directors' Offices, and relevant teams, of ECO, ENV and CTP, as well as the Office of the Secretary General, the Legal directorate and the Council and Executive Committee Secretariat and others, to advance the project.

Take responsibility for providing updates to the Secretary-General, Deputy Secretary-General and other senior personnel on substantive and outreach developments on a routine basis as needed (e.g.

daily, twice-weekly).

Support the IFCMA Co-ordinator in supervising, co-ordinating and guiding multi-cultural and multi-disciplinary staff engaged in analysis.

Supervise consultant and intern staff in the co-ordination team.

Assist in the preparation, coordination, development and execution of events related to the project.

Support the IFCMA Co-ordinator ensure consistency and coherence across teams' inputs.

Review and provide constructive feedback on meeting documentation and substantive materials as required (background papers, presentations).

Develop meeting agendas.

Participate in, and contribute to, special assignments and specific initiatives relating to the project, as required.

Communication and outreach Represent the IFCMA at internal meetings.

Promote a shared understanding of the IFCMA work internally and externally through participation in meetings and workshops, including developing presentations to rally teams.

Tailor communication to each deliverable with relevant context to positively influence policies, reforms and directions.

Support the IFCMA Co-ordinator in strengthening collaboration among key OECD Committees and Directorates working on climate mitigation policies.

Actively and continuously support the engagement of countries for IFCMA.

Support the senior team in engaging bilaterally with IFCMA delegations both in person and by email as needed, cultivating a network of delegates to help advance the IFCMA's work.

Support the senior team in engaging with the IFCMA's Steering Group and IFCMA Co-Chairs as needed.

Identify and create opportunities to initiate new partnerships that will facilitate broad participation in IFCMA.

Maintain an awareness of on-going research and policy developments relevant for the work of the team.

Qualifications Academic Background:

An advanced university degree in a relevant discipline such as economics, law, public policy, international relations, environmental policy, tax, finance or a related field.

Professional Background:

3-5 years of relevant experience in a national, regional or international organisation, agency or administration, research institution, university, other relevant organisation, or the private sector.

Experience in supporting project management and organising teamwork to encourage co-operation and successful delivery of project outputs to tight timeframes.

Combine tasks into an efficient workflow to deliver project outputs according to a clear timeframe.

Proven ability to communicate well and draft high quality, timely, relevant and accurate documents for a diversity of audiences.

Some experience in supporting identification and raising of voluntary financial and in-kind contributions to support the work and ensuring deliverables and reporting are done in a timely manner and according to the rules.

A good understanding of the challenges that governments are facing in relation to fiscal, economic and environmental policy, and in particular the role of policies in strategies to achieve net zero carbon emission objectives.

Good knowledge of relevant OECD substantive work, and a strategic sense of the role of the OECD in the overall framework of international co-operation and domestic policy formulation.

Proven skills in establishing and developing professional contacts and to interact with national delegations, government officials, other international organisations and stakeholders.

Experience with the organisation of large events, workshops and conferences with a diverse range of participants.

Technical and Quantitative Skills:

Excellent written and oral communication skills, able to tailor to the relevant audience, as well as strong analytical abilities.

Knowledge of economics, law, politics, environmental policy, tax, international affairs and an interest in international affairs would be an asset.

Experience in leading discrete aspects of complex projects and supporting overall project management.

including evidence of optimally using human and financial resource and managing staff and external consultants.

Team player, able to work quickly under pressure and contribute to the forward-looking efforts of OSG, ECO, ENV and CTP.

Languages Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Additional Information Contract Duration One-year fixed term appointment, with the possibility of renewal.

Ideal start date:

September 2024 What the OECD offers Monthly salary starts at 6 665.76 EUR, plus allowances based on eligibility, exempt of French income tax.
