Job Description:

The holder of this position is responsible for achieving the strategic and operational objectives set for their domain, while ensuring the smooth functioning of the department.

Ensures the definition and achievement of departmental goals:

• Define the department's strategy and translate it into action plans;


• Assess the resources needed for these plans;


• Supervise their implementation;


• Report to management on progress, challenges, decisions, and results.

Leads, coordinates, and manages the department's activities and teams:

• Participates in personnel management, team supervision, and onboarding of new staff;


• Evaluates team members and supports their professional development;


• Relays HR policies and practices;


• Communicates with teams, shares relevant information, and supports change management.

Special focus is given to implementing the Strategic Orientation Plan, with objectives to:

• Ensure cohesion within the department and optimize processes, including at the Group level;


• Contribute to maintaining AFD's sustainable image;


• Participate in mobilizing third parties for development financing;


• Preside over the COPIL of the Fabrik project cluster and successfully lead IT and transformation projects within the cluster.

• Confirmed managerial skills
  
  - 10 years of experience recommended;


• Good interpersonal skills and fluency in oral communication, especially for panel participation;


• Autonomy, initiative, proactive proposals;


• Deep knowledge of capital markets and fixed-income instruments (cash, listed derivatives, OTC);


• Skills in back-office and middle-office management of market operations;


• Knowledge of banking regulations and financial management;


• Knowledge of sustainable finance;


• Understanding of AFD's economic and financial model, financial products, and pricing;


• Interest or knowledge of AFD's financial information systems;


• Fluent English;


• Pedagogical skills.

Team Details:

You will join the Executive Financial Department, created in January 2018, comprising four departments including Treasury and Capital Markets (TMC), and a support unit for IT project management.


You will report directly to the CFO.


The TMC department has about thirty staff and is organized into three divisions:


market financing and middle-office, post-market division, and cash management unit.


TMC executes and helps define the group's policies on capital markets, verifies the correctness of market operations, values transactions, ensures compliance with limits, and manages treasury accounts and banking powers.


It also monitors financial markets and supports the CFO, operations, and Proparco, especially in local currency financing and financial innovation projects.
