Tasks:

Perform studies by analyzing documentation in the JHA domain (primary and secondary legislations, studies and other applicable texts), documenting, reviewing, and contributing to the elaboration of business use cases, stakeholder business processes and the associated requirements Perform requirement engineering throughout the whole life cycle of the associated activities Develop Requirements Management Plans, specifying the information and control mechanisms used for measuring, reporting, and monitoring changes to the requirements Develop Requirements Traceability Matrixes (RTM) to ensure all the requirements are captured, and ensure later on that the requirements have been met in the software product developed in the detailed specifications Ensure a comprehensive requirement-gathering activity Perform requirements analysis, determining whether the stated requirements are clear, complete, consistent and unambiguous, and resolving any conflicts Perform stakeholders mapping, identifying relevant stakeholders for requirements input Collect the Business needs and demand requests Developing with Business counterparts comprehensive end-to-end use cases Coordinate with Solutions / Business Architects for the technical specifications Requirements Gathering Methods:

identify and apply adequate requirements-gathering methods (interviews, workshops, surveys, job observation, wire-frames/mock-ups, etc.) Liaise closely with the associated units/sectors, to capture and understand their business needs and processes, and to identify opportunities for improvement Contribute to the definition, provision, and management of high-quality business use cases and requirements, addressing the business needs Contribute to the streamlining and harmonization of business processes Ensure the coherence of the proposed solutions with the corporate enterprise requirements/processes Ensure quality, consistency and completeness of the business use cases and business requirements by:

ensuring that the quality of artifacts complies with the Contracting Authority's Quality standards ensuring that all activities performed comply with the Contracting Authority's framework, policies and methodologies Provide feedback for stakeholders training and support Supervise contract performance Guide and follow up with consultants Review deliverables Contribute to other activities of BRMS, such as (at the governance level) preparing presentations, reporting and actions follow-up Liaise with the Agency's stakeholders to better understand their business needs Understand the Business process and how it is done by creating a detailed business analysis, outlining problems, opportunities and solutions Contribute to the continuous services and Business processes improvement Participate to communication, marketing and outreach strategies Manage the associated deliverables Keep an updated view of the market evolution in the associated perimeter Any other tasks related to his/her area of work as requested Additional Tasks Support in drafting specific strategic documentation, procedures, use cases, standards, guidelines, reports, notes, summaries Monitor the developments in the Justice and Home Affairs field and other related policies and identify the impact on the functioning of the Agency Carry out consultations with internal and external stakeholders Gather and analyze data and information Support Tooling implementation Work closely with the security solution architect, solution architect and project manager Education Requirements:

Minimum 4 years of relevant education (master's or equivalent) after secondary school.

Job requirements Minimum Experience Requirements:

Minimum 4 years of relevant professional experience acquired in positions relevant to the Qualifications, Knowledge and Skills:

Sound knowledge of business analysis methodologies and best practices, demonstrated by practical experience in IT projects and preferably also by certifications on internationally recognized methodology for business analysis (such as PRINCE2, AGILE, TOGAF, LEAN methodology, BABOK, and ISTQB or equivalent) Experience in requirements development and management in software development projects during the whole software development life cycle Experience in feasibility studies, market studies (software), and/or preparation of business cases and IT work plans Experience in project management tools, methodologies and best practices Experience in contract management of IT services Certification in Prince 2 and BABOK is considered an asset Quality-driven, service-minded and results-oriented Excellent communication and negotiation skills Ability to plan ahead, foresee difficulties, and propose mitigations when required Ability to build collaborative relationships with clients and project team members Additional Qualification, Knowledge and Skills:

Knowledge of cybersecurity control associated frameworks, associated framework and good practices Knowledge of the Justice and Home Affairs regulations, policies and processes Knowledge of the Data Protection Regulation Knowledge of the Regulations applicable to the large-scale IT systems managed by eu-LISA Experience in liaising and maintaining effective co-operation with internal and external stakeholders Excellent analytical and problem-solving skills Good organization skills, to track priorities, work to deadlines and manage projects Resilience and excellent organizational skills in relation to demanding tasks, tight deadlines and capacity to respond to changes in a dynamic environment Very strong communication skills:
