The SeniorCostConsultant will be a key member of the Civic Campus build team and be expected to work closely with the Civic Campus Build Director.
The role will provide client side professional advice, support including technical quality assurance and quantity surveying services for large scale listed building refurbishment project.
The SeniorCostconsultant will work within the Civic Campus Programme Team.
They will be expected to work collaboratively and cohesively with core team disciplines such as Building Surveying, Structural Engineering, Clerk of Works, Quantity Surveying, Mechanical and Electrical Design Engineering and Architectural Design Advisors to support the successful delivery of the Civic Campus.
ABOUT THE ROLE The post holder will report to the Civic Campus Project Build Director.
They will work closely with permanent, contract, agency and/or project staff.
They will work across the Council, with external contractors, service providers; other partners and with local communities to maximise outcomes.
To be accountable for the performance of all staff over whom they have control, direct or indirect, ensuring adequate arrangements are in place to recruit, induct, manage, appraise and develop staff in order to maximise the effectiveness, performance and customer focus of services.
Reviewing incoming and outgoing construction related cost information received from external consultants and the Council for quality assurance.
Providing technical and advisory guidance to clients and stakeholders and other technical team members.
Conducting gap analysis cost studies of project documents received by external quantity surveying and or other building consultants.
Helping define the project budget.
Assessing value for money.
To conduct all established activities conducive to the role of a Project Quantity Surveyor.
Preparing regular cost reports, including out-turn cost and cash flow.
There will be no direct supervisory responsibility however there may be requirements to assist with the induction and training of peers and new contractors or employees.
To develop and maintain good co-operative working relationships with a range of consultants and contractors employed by the council to deliver the Civic Campus.
To maintain excellent relationships with internal and external stakeholders, acting in the client role on behalf of the directorate To keep updated on current legislation related to the Council's statutory obligations and work with colleagues to ensure that processes and procedures are in place to facilitate the delivery of these.
To support the development and implementation of technical speci?cations and contract documentation, ensuring that they re?ect the relevant standards in accordance with contract management best practice.
To identify and suggest improvements to current ways of working in order to deliver a more ef?cient and effective service.
To understand and work effectively within relevant Council policies and procedures in order to ensure the major project delivery is delivered on time, to budget and to the expected quality standard, and that professional support and advice is procured in an efficient and effective manner.
To ensure compliance with Health and Safety at Work, Data Protection and other statutory requirements.
Take on ad hoc tasks and projects to support the Civic Campus Build Director.
To promote the role of the Council locally, regionally and nationally as appropriate.

A good knowledge and understanding of construction project costs, design and wider delivery issues within the public sector.
Quantity Surveying Degree or similar construction qualification (or 10 years or more relevant experience).
Also a member of the Royal Institution of Chartered Surveyors with a minimum of 5 years post qualification building surveying experience.
Significant experience in the construction related project delivery of medium to large and complex projects to construct, refurbish, adapt, and maintain public sector estate.
Self-motivated and able to deliver in a demanding work environment Proven Continued Professional Development Commercial skills – financial control, work in progress, pipeline, budgeting and reporting Clear understanding of specifications, schedules of rates, design drawings and statutory documents.
Ability to work effectively and efficiently either independently or as a member of a team.

Ability to influence and negotiate successfully with others, including third party organisations.
Willingness to work outside normal working hours and to attend public and Council meetings held in the evenings as and when required.

A track record of deploying excellent problem-solving and negotiation skills in working with partners, consultants, contractors and stakeholders to deliver the Council’s desired objectives in a capital projects delivery context.
Experience of working in a large multi-functional organisation or business within either the public or private sector, in a development or construction related field.
