Our client a leading Oil & Gas operator based in Aberdeen are currently recruiting for a Cost Estimator (Decommissioning) to join their team on contract basis initially.

Ideally for this role they are looking for an Estimator with Decommissioning experience as well as a background in Oil and Gas.

Position Overview The Cost Estimator will be responsible for the creation and maturation of all project cost estimates through the life cycle of the projects.

The Cost Estimator role is accountable for developing and maintaining the cost estimate templates, whilst ensuring the process is applied consistently across both ABEX & CAPEX Major Projects.

The successful candidate will be responsible for managing and challenging 3rd party contractors in developing cost estimates relevant to the project phase and ensuring consistency in reporting with RSRUK.

Accountabilities • In collaboration with the Project Manager the cost estimator is accountable for the creation and maturation of project estimates for all phases of Decommissioning projects (following the IPM stage gates:

Visualization, Conceptualization, Definition and Execution) • Build consistency in Decommissioning project budget templates used for plans that align to the Life of Field class 3 or better estimates • Standardisation of class 3 estimate life of field models across all Assets as developed • Standardisation of estimate templates used by 3rd party contractors while ensuring sufficient level of detail and assumptions included • Provide analysis and consistent explanations of changes to estimate class and costs • Maintain accurate and comprehensive estimates in support of Decommissioning and Capital Project scopes • Support the development of budgets in accordance with RSRUK Business Planning requirements and timelines • Ensure the estimating methodology aligns with the maturity of the project scope and challenge 3rd party contractors where appropriate to ensure robust estimates and deliverables met • Provide appropriate level of review and challenge of estimates to maintain consistency and best practice • Working in conjunction with the existing F&P Cost Estimator to support as necessary across various Major Capital Projects, ad hoc tasks and ensuring alignment to existing estimating processes, standards and templates • Maintain a firm understanding of the threat Cyber Attacks pose in both regular IT (Information Technology) and OT (Operational Technology / industrial automation) environments and the potential consequences of such attacks Key Duties • Build the project cost estimate to support all stages of RSRUK Decommissioning projects • Develop, standardise and maintain Decommissioning estimating templates and ensure budget templates link to class 3 Life of Field models • Ensure consistency across project management assumptions (resources and rates) for all estimates • Support the Project Engineers to collate, review and challenge 3rd party estimates prior to AFE preparation/submission • Adhere to estimating process and governance as required in IPM (Estimating Policy, Basis of Estimate etc) • Develop and update the estimating process and associated templates in accordance with best practice and latest financial information • Support the Business Planning cycle regarding estimate build-up, assurance, phasing and (WP&B) budget submission • Incorporate lessons learnt from industry Decommissioning & Major Project experience and reflect in the estimate build-ups and tie back into the overarching RSRUK Decommissioning Cost Estimate (DCE) • Benchmarks across RSRUK and industry projects to be maintained and updated as required to support both project estimates and the overarching RSRUK Decommissioning Cost Estimate (DCE) • Ensure appropriate challenge and review to early phase and project execution estimates regarding best practice and methodology • Provide support during monthly and annual budget cycle to various stakeholders (Project Service, Business Planning, Finance, and SCM) by carrying out sensitivity and other analysis as required Education Attainment & Accreditation • Appropriate technical or business degree level qualification or equivalent Professional skills & Experience • Significant oil and gas cost estimating experience is essential, with either Operator or Tier 1 Contractor • Experience of working within a governance and assurance framework • Experience at all levels of cost estimation development on Decommissioning or Major Projects • Experience of developing and implementing cost estimating processes across the company • Good understanding of engineering & construction within the oil & gas industry • Advanced knowledge of Microsoft Excel is essential • Experience of cost estimating software design and implementation is preferable Interpersonal Skills & Qualities • Adherence to RSRUK core values, Leadership/Excellence/Accountability/Positivity • Excellent written and verbal communication skills • Excellent interpersonal and team building skills with the ability to build productive working relationships with personnel at all levels • A good understanding of Operator/Contractor interfaces, dynamics and technical/commercial arrangements • Ability to work with minimal supervision, across multiple projects • Ability to prioritise tasks, managing ad hoc requests as required • Embraces change and continual improvement Circumstances • Requirement to visit Contractor/Vendor premises when required
